In order to try and limit the power of the Dalai Lama (Tibet's spiritual and political leader), China has "banned" Tibet's Buddhist monks from reincarating without govemment permission. Technically, the current Dalai Lama will not be allowed to reincamate without approval from Chinese authorities.
